If the car company has added your additional driver to the rental, then yes, they can return the vehicle.

The charges will still go onto the card that was presented at pickup.

The person returning the vehicle has to ensure the rental is full of fuel (keep the gas receipt in case they want to see it).  Return the car and then get onto the shuttle back to the terminal; they don’t have to go into the car rental office.
